US Attorney General Jeff Sessions was sacked by Donald Trump Wednesday, casting a cloud over the Russian Federation investigation that has dogged the White House, a day after Republicans lost control over the lower house of Congress.

Whitaker is also expected to assume oversight responsibilities over special counsel Robert Mueller's investigation.

In an op-ed in August a year ago he publicly urged Deputy Attorney General Rod Rosenstein - who oversees the probe - to "limit the scope of his investigation to the four corners of the order appointing him special counsel".

Both Whitaker and Clovis are rooted in Iowa politics, and both ran for the 2014 Republican Senate nomination.

Trump fired Sessions on Wednesday after months of back and forth between the two.

Recent acting and permanent attorneys general have been longtime government lawyers or high-ranking politicians with more experience navigating Washington than Whitaker.

In July 2017, he said during an interview on CNN that he could envision a scenario under which a temporary attorney-general doesn't fire Mueller but rather "just reduces his budget to so low that his investigations grinds to nearly a halt". And though Democrats have called for him to recuse himself because of his past comments, the case is less clear-cut than it was for Sessions - who stepped aside because of his prominent role in Trump's campaign. In more plain language: "A person obstructs justice when they have a specific intent to obstruct or interfere with a judicial proceeding".

In addition to Sessions' ouster, Democrats are also interested in looking into Mr. Trump's tax returns, and worldwide business dealings.

Spats between Trump and journalists can sometimes seem circus-like, but critics say the president's hot temper illustrates his deeper disdain for Washington norms - and allegedly for the law.

Laurence Tribe, a constitutional law professor at Harvard University, said Trump's replacement of Sessions with Whitaker was arguably an impeachable offense in itself.
