"It does not appear there is a majority of MPs in the House of Commons that would vote for a no-deal Brexit outcome", he says.

Despite the prime minister's repeated claims that opposing her withdrawal agreement would cause the United Kingdom to crash out of the European Union without any deal at all, the new work and pensions secretary suggested that it was more likely that there would be no Brexit at all.

Speaking on BBC Radio 4's Today programme, the former home secretary said the house would stop a no-deal scenario. She said "Brexiteers could lose their Brexit" by rebelling against May.

"The prime minister will be making a statement to the House (of Commons) later today", leader of the House of Commons Andrea Leadsom said earlier Thursday, after the deal was announced in Brussels.

Her comments contradict the prime minister's repeated assertion that crashing out of the European Union with no deal is the biggest risk of rebellion, a persuasion tactic used on some wavering Labour MPs.

The warnings came amid suggestions from Brussels that a summit to sign off on the draft withdrawal agreement on Sunday could be called off unless progress is made on finalising a political declaration on future relations, with one senior official saying: "We're not there yet".

"We must have a people's vote on this bad Brexit deal".

Speaking at a speech to business leaders at Reuters' headquarters in London, the shadow chancellor said: "We can not countenance no-deal".

Meanwhile the scale of the challenge Mrs May faces at Westminster was underlined in response to the latest move towards a final deal. "We want a deal that works for the whole United Kingdom family and that includes Gibraltar", May told Parliament.

May's talks with Juncker follow confirmation from Number 10 that the government will look at potential technological solutions to keep the Irish border open.

Brexiteer ministers want her to press for clarity on how the United Kingdom can avoid or end the use of the backstop, which would require the whole United Kingdom to be in a single customs territory with the European Union and force Northern Ireland to align with many of Brussels' single market rules after 2020, unless an alternative is found.

German Chancellor Angela Merkel reminded the United Kingdom again on Wednesday that the divorce deal can't be reopened.
