The main impact is to transfer significant power to MPs to determine what kind of Brexit or no-Brexit the United Kingdom will have because - as and when - Theresa May loses the vote on her Brexit plan next week, she will have to report to parliament in three working days on what comes next.

MPs have backed measures created to thwart preparations for a no-deal Brexit, by defeating the government in the House of Commons.

There was a major row in the Commons over whether Wednesday´s amendment could even be put to a vote, with Speaker John Bercow apparently disregarding the advice of his own clerk that it could not.

"If that is a choice then I say let's go on WTO rules".

On Tuesday, legislators backed a motion prohibiting ministers from spending on preparations to leave the European Union without a deal unless authorised by parliament.

The so-called "meaningful vote" on Theresa May's withdrawal agreement will take place on Tuesday January 15, Downing Street has confirmed.

Earlier, in Prime Minister's Questions, Jeremy Corbyn urged Mrs May to accept the will of the House as expressed in Tuesday's vote and rule out a no-deal Brexit.

Pro-EU Conservative lawmaker Dominic Grieve, who proposed the measure, said it was meant to speed up decisions, to help avoid a no-deal Brexit and "the calamitous consequences that would follow on from it".

He added: "I don't think that's what parliamentarians want".

Sir Keir also attacked the prime minister for now pushing ahead with the vote on her Brexit deal when "nothing has changed" to the terms of her agreement with Brussels.

The development came after 17 Tory rebels helped pass Mr Grieve's amendment by 308 votes to 297.

"I think it probably would have been against the advice of most people on parliamentary procedure".

However Bercow insisted an amendment, like Grieve's, was different to a motion, provoking Francois to begin yelling "ridiculous" and "that is utter sophistry" as the Speaker defended his decision.

Mr Bercow said he had consulted privately with the clerk and other officials, but did not confirm his decision was taken with agreement from Sir David.

The government needs 318 votes to get a deal through the 650-seat House of Commons, as seven members of Irish nationalist party Sinn Fein do not sit, four Speakers and deputy Speakers do not vote, and the four tellers are not counted.

He said: "That sticker on the subject of Brexit happens to be affixed to or in the windscreen of my wife's auto, and I'm sure he wouldn't suggest for one moment that a wife is somehow the property or chattel of her husband".
