The Ottawa Hospital's trauma centre said it had received nine patients "in critical condition" from the collision.

Bordeleau said the bus driver was arrested at the scene and would be questioned as part of an investigation into the cause of the crash.

The vehicle apparently jumped the curb as it approached the station and plowed along the platform, where the roof of a shelter carved deep into the vehicle's second deck.

"As a result of the collision we have a number of injuries and some fatalities", Chief Charles Bordeleau said at the scene, a major bus station west of downtown.

Ottawa Police said in a statement its collision investigation unit was on scene and is investigating. "I want to express my sorrow and condolences of the Ottawa police service and other emergency services". Chief Bordeleau also added Saturday the public shouldn't draw any conclusions from the initial arrest of the driver.

During a news conference Friday evening, Ottawa Mayor Jim Watson said two passengers and one person waiting on the platform died in the "horrific" crash, and 23 were injured. The department said it would provide further information shortly.

While the National Transportation Safety Board does remain on the scene of the crash, Bordeleau said they are not involved in the investigation but collecting data for a study being conducted on similar crashes.

"Like Ontarians from across the province, I was shocked and saddened to hear of the awful tragedy at Westboro station in Ottawa". Despite mid-afternoon temperatures of about minus-15, it hadn't snowed in Ottawa Friday and the busway is the top priority for the city's snowplows, salters and sanders.

Two of the victims were passengers on the bus. "Thank you to the first responders who rushed to help - we're monitoring the situation closely".

In 2013, an Ottawa bus collided with a Via Rail train in suburban Barrhaven, killing six people. In that case, an investigation found that the cause was a combination of excessive speed, a hard curve before the tracks and driver distraction.
